BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 24-C00696/JG on February 14, 2024, at the request of the Hernando County Department of Public Works, to obtain bids for the construction of a temporary traffic signal at the intersection of County Line Road and Linden Drive.
The Procurement Department staff placed the legal advertisement in the Hernando Sun on February 16, 2024, and the OpenGov website on February 14, 2024. The bid was sent to three thousand twenty-one (3021) matching vendor/contractors from the website. The bid document was downloaded by twenty-seven (27) vendor/contractors and One (1) bid submission was received.
BID(s) RECEIVED:
Traffic Control Devices, LLC $355,731.30
The bid was reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Public Works Department staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
Florida Statute Chapter 287 Section 057 allows for negotiations on a construction contract if less than two (2) bids are received. On July 16, 2024, the Procurement Department entered into negotiations with Traffic Control Devices as per the Department’s request and Procurement and Department staff concluded negotiations on 7-18-24.
The contractor agreed to a final contract amount of $343,343.00.
A Notice of Intent to Award the contract to Traffic Control Devices, LLC dated July 19, 2024, was posted to the OpenGov website, and posted to the Hernando County Administration electronic public bulletin board. No responses were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

Funding for the project is available in the following account.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairperson’s signature on the attached construction agreement with Traffic Control Devices, LLC for the award of Contract No. 24-C00696/JG for construction of temporary traffic signal at County Line Road and Linden Drive in the bid amount of $343,343.00.
It is further recommended the Board approve the Chief Procurement Officer to approve change orders as they become necessary and required up to the budgeted amounts.
