Award of Contract to Sunrise Consulting Group for Lobbying Services (Contract No. 22-R00049/TPR)

BRIEF OVERVIEW
On February 24, 2022, the Purchasing and Contracts Department issued a Request for Proposals (RFP) No. 22-R00049/TPR for Lobbying Services. Hernando County was seeking lobbyist services from an outside, independent consulting firm to provide professional representation and liaison services with State of Florida elected officials and the departments and agencies of the State of Florida. The term of the resulting contract is for thirty-six (36) months. The County intends to award one (1) contract to the highest ranked proposing firm.
Three (3) proposals were received by the opening date of July 27, 2022, from the following firms (in alphabetical order):
• Rutledge Ecenia, P.A.
• Sunrise Consulting Group
• The Southern Group of Florida, Inc.
A Professional Services Review Committee (PSRC) comprised of Jeffrey Rogers, County Administrator, Tobey Phillips, Deputy County Administrator, Toni Brady, Director Office of Management and Budget and Chief Procurement Officer, met on August 17, 2022, to review and rank the three (3) written proposals. The selection process was conducted using the guidelines set forth in Section 287.055, Florida Statutes.
The PSRC consensus scoring actions resulted in the below list of these three (3) firms in highest ranking order:

The Board has the authority to take the recommended action pursuant to Part II, Chapter 2, Article V of the Hernando County Code of Ordinances.

RECOMMENDATION
It is recommended the Board approve and authorize the Chairman’s signature on the attached Contract No. 22-R00049/TPR with Sunrise Consulting Group for Lobbying Services in the estimated amount of $72,000.00, authorize the Chief Procurement Officer to approve contract renewals and authorize the Chief Procurement Officer to approval change orders as become necessary and required.
The period of performance is effective on October 01, 2022, for a thirty-six (36) month period and may be extended unilaterally for two (2) additional twelve (12) month periods up to a cumulative total of sixty (60) months.
