BRIEF OVERVIEW
On July 19, 2023, the Procurement Department issued a Request for Proposals (RFP No. 23-RFP00392/AP) for professional services related to New Transit Transfer Sites with Extended Service to East Hernando County to Ridge Manor and Extended Service to West Hernando County North of Highway 50 on Highway 19.
Professional services would be completed in two (2) phases:
• Phase I: Transit Transfer Site and Route Study to provide service to the east side of Hernando County (specifically Ridge Manor).
• Phase II: Analysis and Service Recommendations for a fixed route running on Highway 19 north of Highway 50.
The solicitation was sent to two thousand seven hundred eighty-three (2,783) vendors including a combination of 879 Certified Small Business, Minority Business Enterprise, US DOT Certified Disadvantaged Business Enterprise & Women Business Enterprise, and downloaded by twenty (20).
One (1) proposal was received on the opening date of August 21, 2023, from the following firm:
• Alfred Benesch & Company, Tampa, Florida
A Professional Services Review Committee (PSRC) met on September 13, 2023, to evaluate the proposal comprised of Darlene Lollie, Transit Administrator, Georgia Lim, Transit Financial Specialist, Kandi McCorkel, Engineering Development Coordinator.
The PSRC consensus actions resulted in the following score:
• Alfred Benesch & Company Total 44.7 out of max. 50 points
Staff entered into negotiations with Alfred Benesch and Company for RFP No. 23-RFP00392/AP and has successfully completed contract negotiations for Phases I and II.
FINANCIAL IMPACT
Funding is available in Line Item No. 0011-34001-5303107 - Professional Services Consulting.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached negotiated Professional Services Agreement for RFP No. 23-RFP00392/AP for the award ward of Alfred Benesch and Company for professional services related to new transit transfer sites with extended service to East Hernando County to Ridge Manor and extended service to West Hernando County north of Highway 50 on Highway 19 and approve the Phases I and II in the amount of $127,436.14.
It is further recommended that the Board authorize the Chief Procurement Officer to approve change orders up to allowable budget amount as they become necessary and required.
