Appointment of Members to Affordable Housing Advisory Committee for Two-Year Term in Accordance With State Housing Initiatives Partnership Act

BRIEF OVERVIEW

During the 2007 Legislative session, the Florida legislature reinstated the requirement that all local government who participated in the State Housing Initiatives Partnership (SHIP) program must have an Affordable Housing Advisory Committee (AHAC). The Legislature also required that the AHAC be made up of eleven (11) members instead of nine (9) as in the original statutes and ordinance and must represent specific areas/backgrounds.

 

Staff is recommending the two individuals listed below, representing the specific areas/backgrounds, be appointed to the AHAC for a term of two (2) years as prescribed in Ordinance No. 2008-10.

 

1.                     Proposed appointment Lashaundra Ellison - A citizen who actively serves on the local planning agency pursuant to s.163.3174.  If the local planning agency is comprised of the governing board of the county or municipality, the governing board may appoint a designee who is knowledgeable in the local planning process.

2.                     Proposed appointment Terri Beverly - A citizen who represents employers within the jurisdiction.

 

Additionally, staff is recommending the reassignment of current member Whitney Dinu.  Whitney Dinu was appointed by the Board as a citizen who is actively engaged in the banking or mortgage banking industry in connection with affordable housing on June 24, 2025.  It is recommended that Whitney Dinu instead be appointed as a citizen who is actively engaged in the residential home building industry in connection with affordable housing.  The current term expiration will not change.

 

The AHAC is charged with annually reviewing established policies and procedures, ordinances, land development regulations, and adopted local government comprehensive plan and recommend specific actions or initiatives to encourage or facilitate affordable housing while protection the ability of the property to appreciate in value.  The recommendations may include the modification or repeal of existing policies, procedures, regulations, ordinances, or plan provisions, including recommendations to amend the comprehensive plan and corresponding regulations, ordinances, and other policies.

RECOMMENDATION

It is recommended that the Board approve the appointments for the following citizens to the Affordable Housing Advisory Committee (AHAC) for a term of two years:

 

1.                     Appointment of Lashaundra Ellison to serve as a citizen who actively serves on the local planning agency pursuant to s.163.3174. If the local planning agency is comprised of the governing board of the county or municipality, the governing board may appoint a designee who is knowledgeable in the local planning process.

 

2.                     Appointment of Terri Beverly to serve as a citizen who represents employers within the jurisdiction.

 

3.                     Reassignment of current member Whitney Dinu to serve as a citizen who is actively engaged in the residential home building industry in connection with affordable housing.
