Professional Service Agreements With HDR Engineering, Inc., and Locklear & Associates, Inc., for Continuing Engineering Services for Landfill (Contract No. 23-R00046/PH)

BRIEF OVERVIEW
On October 04, 2023, the Procurement Department issued a Request for Proposals (RFP No. 23-R00046/PH) for Engineering Services on a Continuing Basis - Landfill.
The solicitation was sent to two thousand nine hundred nine (2,909) vendors and was downloaded by thirty (30) potential proposers.
Five (5) proposals were received on the opening date of November 06, 2023, from the following firms:
• HDR Engineering, Inc.
• Brown and Caldwell
• Ingenae, LLC
• Jones Edmunds & Associates, Inc.
• Locklear & Associates, Inc.
The Professional Services Review Committee (PSRC) met on January 3, 2024, to evaluate the proposal. The committee was comprised of Scott Harper, Manager, Solid Waste Services, Jeffery Howley, Solid Waste Facility Supervisor, and Brooks Aherns, Finance Supervisor.
The PRC consensus evaluation resulted in the following score:
• HDR Engineering, Inc. 82.7 out of 100
• Locklear & Associates, Inc. 82.0 out of 100
• Brown and Caldwell 75.3 out of 100
• Jones Edmunds & Associates 71.7 out of 100
• Ingenae, LLC 48.6 out of 100
The County entered negotiations with the top two ranked firms. Those negotiations concluded April 23, 2024. Task Orders under this contract will be assigned and negotiated on a rotational basis and will not exceed a total cost of $500,000.00.
A Notice of Intent to award the contract to HDR Engineering, Inc, and Locklear & Associates, dated April 11, 2024, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board. No responses were received.
FINANCIAL IMPACT
Funds will be allocated and approved per Task Order request. There are currently no projects or associated accounts identified.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairperson’s signature on the attached agreements to, HDR Engineering, Inc., and Locklear & Associates, Inc., for Contract No. 23-R00046/PH for engineering services on a continuing basis for Landfill.
The initial contract is for a term of thirty-six (36) months with two (2) twelve (12)-month renewal options.
It is also recommended the Board authorize the Chief Procurement Officer to approve
renewal of the contracts when there is no change to the terms and conditions.
