The Solid Waste & Recycling Division received an application for a commercial solid waste collectors license from Coastal Waste & Recycling of Central Florida, LLC, 12021 Hicks Road, Hudson, FL 34669.

The Hernando County Code requires that the Board of County Commissioners review the application and make a determination that the applicant has the ability to comply with the provisions of the Code, as may be amended from time to time. A public hearing is not required unless, after review of the application, the Board determines that a public hearing would be in the best interest of the public.  Staff is of the opinion that a public hearing is not necessary.

Coastal Waste & Recycling of Central Florida, LLC has attested to the Solid Waste Department that Construction and Demolition Debris (C&D) and commercial solid waste will be collected and disposed of at the designated facilities.  C&D may be disposed of at any facility approved by the Florida Department of Environmental Protection for the disposal of C&D.  All other solid waste shall be disposed of at the Hernando County Northwest Solid Waste Management Facility located at 14450 Landfill Road, Brooksville, FL 34614.

Additionally, the amount of material recycled from collected C&D, i.e., asphalt, concrete, brick, wood, shingles, cardboard, metal, etc., must be reported to Hernando County Solid Waste & Recycling Division annually.  If the amount of material recycled exceeds 600 tons per year, Coastal Waste & Recycling of Central Florida, LLC must submit an annual Recycling Debris report to the Florida Department of Environmental Protection, and Hernando County's Solid Waste and Recycling Division must receive a copy of the report. (Hernando County receives credit for all recovered material that originates in the county.)

This license authorizes Coastal Waste & Recycling of Central Florida, LLC to provide commercial solid waste collection service within unincorporated Hernando County at large on a free enterprise basis. Coastal Waste & Recycling of Central Florida, LLC shall not provide residential service unless they have also been awarded a residential franchise by Hernando County.
