BRIEF OVERVIEW
On February 14, 2024, the Procurement Department issued a Request for Qualifications (RFQ No. 24-RFQG00712/EK) for Design and Construction Engineering and Inspection Services for Runway 3-21 and Abandoned Runway Conversion.
The solicitation was sent to three thousand thirty-four (3,034) vendors including a combination of nine hundred forty-three (943) Certified Small Business, Minority Business Enterprises, and was downloaded by thirty-nine (39) potential proposers.
Three (3) proposals were received on the opening date of March 18, 2024, from the following firms:
• American Infrastructure Development, Inc. Tampa, FL
• Garver Engineers, LLC dba Garver, LLC Tampa, FL
• Mohsen Design Group, Inc. Tampa, FL
The Professional Services Review Committee (PSRC) met on April 30, 2024, to evaluate the proposal. The committee was comprised of Steve Miller, Airport Manager, Andrew Johns, Airport Senior Project Manager, Ron Patel, Utilities Engineering Division Manager, and Craig Becker, Facilities Manager.
The PSRC consensus evaluation resulted in the following score:
1. Mohsen Design Group, Inc. 90.3 out of 100
2. Garver Engineers, LLC d/b/a Garver, LLC 86.0 out of 100
3. American Infrastructure Development, Inc. 84.0 out of 100
A Notice of Intent to award the contract to Mohsen Design Group, Inc, dated June 27, 2024, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board. No responses were received.

Funds are available in the following accounts:

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairperson’s signature on the attached agreement to Mohsen Design Group, Inc., for Contract No. RFQ 24-RFQG00712/EK for design and construction engineering and inspection services for Runway 3-21 and abandoned runway conversion ($1,106,869.00). It is further recommended that the Board authorize the Chief Procurement Officer to approve change orders up to budgeted amounts, as they become necessary and required.
