BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) for Contract No. 26-T01248/JG on February 4, 2026, at the request of the Hernando County Fleet Department, to obtain bids for the purchase of a remote-controlled tree trimmer.
The Procurement Department placed the legal advertisement in the Hernando Sun on February 6, 2026, the Tampa Bay Times on February 8, 2026, and the OpenGov website on February 4, 2026. The bid was sent to three thousand nine hundred fifty (3,950) matching vendor/contractors from the website. The bid document was downloaded by fifteen (15) vendors/contractors and two (2) bids were received.

Bids were reviewed and evaluated by the Procurement Department to determine if bids were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Fleet Department for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award the contract to Quality Equipment & Parts, Inc., dated March 12, 2026, was posted to the OpenGov website. The award is for a one-time purchase of Mini Jarraff Remote-Controlled Tree Trimmer. No challenges to the Notice of Intent to Award were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding in the amount of $208,545.00 is available in the following:

RECOMMENDATION
It is recommended the Board approve and authorize the Chairman’s signature on the attached agreement for award to Quality Equipment & Parts, Inc. for Contract No. 26-T01248/JG for the one-time spend of $208,545.00.
