BRIEF OVERVIEW

At the request of the Hernando County Utilities Department (HCUD), the Procurement Department issued Invitation to Bid (ITB) No. 24-CG00768/JG on June 12, 2024, to obtain bids for the Septic to Sewer Conversion District A Phase 1 Project.

 

Procurement staff placed the legal advertisement in the Tampa Bay Times and the Hernando Sun on June 5, 2024, and the OpenGov website on June 12, 2024. The bid was sent to three thousand two hundred twenty-three (3,223) matching vendor/contractors from the website. The bid document was downloaded by seventy-four (74) vendor/contractors and one (1) bid submission was received.

 

BID RECEIVED:

 

                     Midsouth, Inc., Bushnell, FL                      $30,809,233.90

 

Bid was reviewed and evaluated by the Procurement Department to determine if bid was responsive and responsible. The bid was then reviewed and evaluated by HCUD staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.

 

HCUD requested a partial award for Sewershed No. 2 and Sewershed No. 6 only.

 

A Notice of Intent to Award the contract to Midsouth, Inc., dated September 23, 2024, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board.

 

As this solicitation received one (1) bid and as this is a federally funded grant project, 2 CFR 200 requires negotiation of profit as a separate line item. County staff initiated negotiations on October 4, 2024, and concluded on October 16, 2024, resulting in a new total contract amount of $15,553,016.11.

 

The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

 

FINANCIAL IMPACT

Project is ARPA and FDEP funded as follows:

Fund:  4144 - HCUD Capital, Department:  33595 - SLFRF - Septic to Sewer PH1, Account:  5626322 - Improv-Sewer Line Upgrade in the amount of $6,052,821.00 (ARPA Funds)

Fund:  4144 - HCUD Capital, Department:  33505 - HUCD-Septic to Sewer PH1- Account:  5626322 - Improv-Sewer Line Upgrade (FDEP Funds)

 

An associated budget resolution for Fund:  4144 - HCUD Capital, Department:  33595 - SLFRF - Septic to Sewer PH1 is attached for the Board’s approval. Funding in Fund:  4144 - HCUD Capital, Department:  33505 - HUCD-Septic to Sewer PH1 is currently available.

RECOMMENDATION

It is recommended that the Board approve award and authorize the Chairman’s signature on the attached Construction Agreement to Midsouth, Inc., for the Septic to Sewer Conversion District A Phase 1 (Contract No. 24-CG00768/JG) for the total amount of $15,553,016.11 for Sewer Shed No. 2 and for Sewer Shed No. 6; and, approve and authorize the Chaiman’s signature on the attached associated budget resolution recognizing the ARPA funding.

 

It is further recommended the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required up to budgeted amounts.
