Local Housing Assistance Plan for Use in State Housing Initiatives Partnership Program and Associated Resolution

BRIEF OVERVIEW
Attached for the Board’s review and approval is a copy of the Local Housing Assistance Plan (LHAP) for Hernando County’s participation in the State Housing Initiatives Partnership (SHIP) Program for State Fiscal Years 2023 through 2026.
Local Housing Assistance Plan (LHAP):
The purpose of the LHAP is two-fold; first, is to guide and direct Hernando County in its participation in the SHIP Program for the State fiscal years stated above, and second it to assist the County in meeting goals, objectives, and policies (GOP’s) as set for in the Housing Element of the County’s Comprehensive plan for very low-, low- and moderate-income families, individuals, and special needs groups.
Section I of the LHAP lists and describes the procedures used by the County and required by the State to promote and operate the SHIP program. Section II of the LHAP describes eight proposed strategies: Down Payment Assistance (construction and existing), Owner-Occupied Rehabilitation, Multi-Family Affordable Housing, Disaster Assistance, Special Needs Housing, Emergency Repairs and Non-Profit Construction.
Section III of the LHAP describes the Incentive Strategies which are designed to ensure affordable housing interests are being served and provided for. Section IV of the LHAP are the supporting exhibits including estimated Administrative Budget, Timeline for Encumbrance and Expenditure of funds, Housing Goals Charts for the three years covered by the LHAP.
FINANCIAL IMPACT
Approval of the LHAP will allow the County to continue receiving SHIP funds.

The Board may act on this matter pursuant to Chapter 420, Florida Statutes.

RECOMMENDATION
It is recommended that the Board approve and adopt the Local Housing Assistance Plan for State Fiscal Years 2023 - 2026 and the adopting of resolution (Exhibit Item E). It is further recommended that the Board approve and authorize the Chairman’s signature on the attached Certification to Florida Housing Finance Corporation (Exhibit Item D) and the adopting of resolution (Exhibit Item E).
