Proposed Interlocal Agreement with Hernando County Sheriff Regarding Operation of Hernando County Animal Shelter and Associated Budget Resolution

BRIEF OVERVIEW
The Sheriff’s Office has provided enforcement services related to Animal Services for a number of years. The Board has recently directed that all remaining Animal Services functions be assumed by the Sheriff’s Office. These functions include, but are not limited to, the maintenance and operation of the Animal Shelter, the provision of administrative support to operate the Animal Shelter, and the performance of all duties related to Emergency Support Function (ESF) 17 during declared disasters and states of emergency. Legal and administrative staff for the County and the Sheriff’s Office have prepared the attached interlocal agreement regarding operation of the animal shelter for the Board to review and approve.
FINANCIAL IMPACT
The transition of Animal Services to Hernando County Sheriff’s Office (HCSO) will have the transition of Animal Services to HCSO will have the following financial impact:
• HCSO will have a department for Animal Services in their general ledger to record the activity effective January 1, 2025, when Animal Services is formally transferred to the HCSO; hence, all financial transactions will be recorded in the HCSO general Ledger after December 31, 2024.
• The County/Clerk and HCSO will work together to reconcile the balance sheet values to ensure a smooth transition.
• The attached budget resolution will transfer 75% of the operating budget & Capital Improvement Project (CIP) amounts, as of December 31, 2024, as outlined in Section 6 of the attached Interlocal Agreement.

The Board is authorized to act on this matter pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached Interlocal Agreement with the Hernando County Sheriff’s Office for the operation of the Hernando County Animal Shelter. It is further recommended that the Board approve and authorize the Chairman’s signature on the attached associated budget resolution.
