BRIEF OVERVIEW
The property subject to this Development Agreement is approximately 203.89 acres located in Hernando County, Florida, lying south of SR 50, west of Interstate 75, east of Lockhart Road, and north of Old Trilby Road and contains the following parcel keys:
1. 840923 and 841138 (owned by the Jack Melton Family, Inc.); and
2. 1760151 (owned by the Florida Department of Transportation, with ongoing negotiations for transfer with the Jack Melton Family, Inc.).
The Development Agreement is proposing single family and multifamily uses approved by the C/PDP rezoning and Master Plan, not to exceed 978 dwelling units; Highway Commercial uses approved by the C/PDP Rezoning and Master Plan, not to exceed 200,000 square feet; General Commercial uses approved by the C/PDP Rezoning and Master Plan, not to exceed 100,000 square feet; hospital and/or urgent care/stand-alone emergency rooms; educational facilities; light wholesale and storage; microbreweries; public/private recreation including virtual golf and/or pickleball facilities; and recreational amenities and residential ancillary uses. For the overall development, single family and multifamily uses are proposed at a maximum density of 5.3 dwelling units per acre. Single family building height shall not exceed thirty-five (35) feet in height. Multifamily and commercial building height shall not exceed sixty (60) feet in height.
The Hernando County School Board is a party to this Development Agreement with respect to school concurrency.
The Black Jack Ridge Combined-Planned Development Project includes an associated rezoning petition that vests the residential and nonresidential entitlements, which is being considered separately as agenda item no. 18000.
The requirements for a Development Agreement are set forth in Section 163.3227, Florida Statutes, two of the requirements which are not included in the present Development Agreement, which is against advice of counsel, as is the lack of inclusion of information, authorization, or instructions regarding how to proceed if negotiations with the Florida Department of Transportation (“FDOT”) do not come to fruition pertaining to the parcel owned by the FDOT, who is not a Party to this Development Agreement.

RECOMMENDATION
It is recommended that the Board consider the Development Agreement for the Jack Melton Family, Inc., Black Jack Ridge Project, take public comment, and approve scheduling the second public hearing for adoption on November 10, 2026.
