Resolution Adopting Revised Rates, Fees and Charges for Solid Waste Disposal Services at Hernando County Solid Waste Management Facility and Convenience Centers

BRIEF OVERVIEW
The Fiscal Year 2025 Solid Waste Revenue Sufficiency Study dated May 30, 2025, was completed by Raftelis Financial Consultants, Inc. The study recommends adjusting tipping fees to recover disposal costs for waste at the Northwest Solid Waste Management Facility and the Solid Waste Convenience Centers.
On December 16, 2025, the Board of County Commissioners held a public hearing to consider the new rates. After discussion and citizen input, the Board requested that the rates be adjusted as follows:

The Solid Waste Department requests that the new rates take effect on May 1, 2026, as the Department has previously prepared the money collection system and related policies to accept both cash and credit cards.
FINANCIAL IMPACT
If the Board approves the fee schedule changes, the FY 2026 revenue for the Solid Waste Department is expected to increase.
LEGAL NOTE
The Board has authority to act on this matter pursuant to Sections 125.01, 403.7049, and 403.706, Florida Statutes, as well as Chapter 14, Article II, Division 3 of the Hernando County Code of Ordinances.

RECOMMENDATION
It is recommended that the Board adopt the proposed tipping fees to be effective on May 1, 2026, and approve the Chairman’s signature on the attached resolution.
