Purchase Agreement With Hach Company for Water Quality Testing and Analytical Instruments for Utilities Department

BRIEF OVERVIEW
The Hernando County Utilities Department (HCUD) has been piggybacking Contract No. B170418GWT between Lee County, Florida and the Hach Company for laboratory equipment, supplies and materials. The contract’s initial effective date was June 13, 2018, through June 12, 2019, with three (3) additional one (1) year renewal periods. The Lee County contract will be expiring on June 12, 2022, and is not being rebid. The contract pricing was a flat percentage discount to items provided on-line and/or in catalog.
The Hach Company provided HCUD with a Purchase Agreement for water quality testing and analytical instruments. The Agreement has a three (3) year term effective the date of execution and offers discounts off current list prices. HCUD staff has reviewed the pricing and deems it to be fair and reasonable. The Agreement was submitted for Legal review (LR 2022-0293-01) and has been approved as to form and legal sufficiency.
The items supplied by the Hach Company under this Agreement are critical to the operation of HCUD facilities and the health and safety of County residents.
FINANCIAL IMPACT
Funds are available from the Hernando County Utilities Department budget line item: Operating Supplies - 07121-5305201.

recommendation
RECOMMENDATION
It is recommended that the Board approve attached Agreement No. 22-A00129/TPR for water quality testing and analytical instruments between HCUD and the Hach Company and authorize the Chief Procurement Officer (CPO) to approve change orders as they become necessary and required to expedite processing actions as needed.
It is also recommended that the Board authorize the estimated annual spend on the Agreement up to $50,000.00 or the annual approved budgeted amount. The estimated three (3) year spend over the term of the Agreement is $150,000.00 or the approved budgeted amount.
