BRIEF OVERVIEW
On August 28, 2023, Hernando County Emergency Management contacted the Hernando County Procurement Department to Piggyback Lee County Florida’s Agreement for Disaster Management Consulting Services, awarded to Hagerty Consulting, Inc., with an initial three (3) year term and three (3) additional one (1) year renewal periods. The agreement expiration date is December 2,2024 with (1) one (1) year renewal period remaining.
At the time of request Hernando County Emergency Management did not have an active contract for these services. Due to Hurricane Idalia the Chief Procurement Officer authorized the Piggyback agreement on August 28, 2023.
Hernando County Procurement Department has assigned File No. 23-P0115 to this Contract.
FINANCIAL IMPACT
This contract will be utilized on a as needed basis to support disaster response and recovery. There is no immediate financial impact to the County, and the actual annual usage (Dollar Expenditure) is undetermined, as the extent of a declared Hurricane/Emergency is unknown. However, the piggyback agreement allows for up to $100,000.00 annually. Any expenditures resulting from a declared emergency are eligible for partial Federal Emergency Management Agency (FEMA) reimbursement to the County and would be under Account No. 0011-40011-5303401 Contracted Services.

The Board has the authority to take the recommended action on this item pursuant to Chapter 125, Florida Statutes and Part II, Chapter 2, Article V of the Hernando County Code of Ordinances.

RECOMMENDATION
It is recommended that the Board ratify the Chief Procurement Officer (CPO) approval of the utilization of Lee County, Florida Agreement with Hagerty Consulting, Inc., for Disaster Management Services Contract #RFP190164RJD. It is also recommended that the Board authorize the CPO to renew the Contract in accordance with Contract terms and conditions and approve change orders as necessary.
