Ratification of FY 2024-25 Letter of Agreement Amendment for Public Emergency Medical Transportation Services on Behalf of Hernando County Fire Rescue
body
BRIEF OVERVIEW
The State of Florida Agency for Health Care Administration (AHCA) created a supplemental program for Medicaid managed care patients who are transported to the hospital by public emergency medical transportation (PEMT) providers and has appropriated funds for this program.
Medicaid pays a minimal amount for transport service, and the County has participated in this service for 4 years. By participating in this program, Hernando County Fire and Emergency Services has received additional revenue which has helped offset the rising cost of medical care.
This plan requires a letter of agreement not only with AHCA but also with each of the Managed Care Organizations (MCO). The Board of County Commissioners had previously granted the County Administrator the authorization to sign the letters of agreements for each of the five (5) MCOs. The agreements from the MCOs typically come in at different times throughout October and November for signature.
Due to time restraints in releasing funds for FY2024-2025 and the Letter of Agreement (LOA) Amendment expiring on September 30, 2025, AHCA requested an amendment to the FY2024-2025 LOA to extend the period through September 30, 2026. The amendment was received September 12, 2025, and needed to be signed and submitted by September 24, 2025. Attached for ratification is the FY2024-2025 Amendment LOA that was executed by the County Administrator on September 15, 2025.
FINANCIAL IMPACT
Hernando County Fire and Emergency Services will send an Intergovernmental Transfer (IGT) utilizing a receivable account to make the IGT (estimated at $1,034,214) and will receive net revenues $1,380,481 in account number:
Revenue:
Fund: 1691 - HC Fire Rescue - Rescue, Account: 3426006 - Ambulance-Medicaid.
LEGAL NOTE
The Board is authorized to act on this matter pursuant to Chapter 125, Florida Statutes.
