BRIEF OVERVIEW

Item No. 15525 on this same meeting agenda is a resolution creating a list of County-owned property that Staff has determined to be suitable for use as affordable housing.  The parcel in this agenda item is one of those properties and the Board is asked to consider a request to donate the parcel to Mid Florida Community Services, Inc., a Florida not-for-profit corporation d/b/a You Thrive, Florida.

Key No. 230315 is a vacant residential lot owned by Hernando County consisting of 7,500 square feet located on Spring Hill Drive valued at $28,000 (which includes impact fee value) per the Hernando County Property Appraiser’s 2024 market valuation based on qualified sales in the area.  It is in the Kass Circle Community Redevelopment Area (CRA).  You Thrive, Florida’s attached proposal for developing the lot has been evaluated by the County Administrator, the Housing and Supportive Services Director, and the Property Management Supervisor.

In order to donate the parcel, the Board must declare it as surplus real property.  To ensure it would be used only for affordable housing, a reverter clause has been incorporated into the proposed statutory deed.  Additionally, a Land Use Restriction Agreement (LURA) will be made part of the deed to ensure the parcel remains owner-occupied affordable housing pursuant to Chapter 420, Florida Statutes.  The reverter clause will be in effect for 30 years.

The legal description of the property is as follows:

                     Lot 4, BLK 119, Spring Hill Unit 2, ORB 293, Pg. 87 ORB 453 Pg. 260

                     Parcel ID No. R32 323 17 5020 0119 0040

                     Key No.: 230315

FINANCIAL IMPACT

None.  Funds for development of the property in the amount of $100,000 for each housing unit for a total of $200,000.00 will be taken from the Neighborhood Stabilization Program, Fund: 0011 - General Fund, Department:  35089 - HHS/DCA CDBG NSP 3 PGM.  Upon completion of project, housing units must be sold to a very low-income household.

LEGAL NOTE

The Board is authorized to act upon this matter pursuant to Section 125.379, Florida Statutes.
