BRIEF OVERVIEW

On March 20, 2026, Hernando County Public Works requested authorization to piggyback Lake County Contract No. 22-711 for Roadside Mowing and Litter Removal Services, which expires on March 31, 2027. The Hernando County Procurement Department has assigned Contract No. 26-P01316 for tracking purposes.

 

The Spring Hill Collector Roads and Rural Collector Roads had active contracts that were terminated due to the contractor’s lack of resource capacity to perform the services in the April through November mowing season.  The performance of services for these areas to include the Royal Highlands area has been maintained by a combination of in-house crews at the availability of rental equipment and/or vendor/contractors awarded through the quote process.

 

On March 10, 2026, attempts were made to obtain quote pricing for Spring Hill Collector Roads, Rural Collector Roads, and Royal Highlands with a pool of vendors through the quote process. The vendors responded to the request with either No Bid or with no response. 

 

Hernando County Public Works is seeking approval to piggyback the Lake County contract with Aero Groundtek, LLC to ensure continuity and efficiency in securing roadside mowing and litter removal services until a new contract is awarded.  The estimated annual spend for one mowing season (April - November) is in the amount of $685,800.00.

 

County staff requests to piggyback the Lake County contract until Request for Proposal 26-RFP01213 for Mowing Services in Hernando County is awarded.  The RFP is currently advertised.

 

The Chief Procurement Officer has reviewed this requirement for conformance to

Procurement Ordinance and Purchasing Policies and Procedures.

FINANCIAL IMPACT

Funding in the estimated annual amount of $685,800 will be available in the following:

Fund: B105 - Local Option Fuel Tax 1-6, Department: 180 - DPW Admin, Account: 533401 - Contract Services

 

For FY 26 there is $427,808 remaining, these services will also be budgeted in FY 27

RECOMMENDATION

It is recommended that the Board approves the utilization of Lake County Contract 22-711 with Aero Groundtek, LLC for Roadside Mowing and Related Services for the contract term expiration date of March 31, 2027, in the estimated amount of $685,800.00

 

It is further recommended that the Board approves the Chief Procurement Officer (CPO) to approve change orders as they become necessary and required up to annual budgeted amounts.
