Resolution Authorizing Operation of Golf Carts Between Sunset and Sunrise on Designated County Roads Within High Point Community

BRIEF OVERVIEW
Hight Point Community Property Owners, Inc., has requested authorization to permit the operation of golf carts on designated County-maintained roads within the High Point Community during nighttime hours. Pursuant to Section 316.212, Florida Statutes, counties may designate roadways for golf cart operation, including operation between sunset and sunrise, provided applicable statutory requirements are met.
On July 26, 2026, the Department of Public Works Director inspected the designated County-maintained roads within the High Point Community and determined that the roadways are suitable for nighttime golf cart operation. The designated County-maintained roads are identified in Exhibit “A” to the attached resolution and incorporated therein by reference.
Golf carts operating between sunset and sunrise must comply with the equipment requirements set forth in Section 316.212, Florida Statutes, including headlights, brake lights, turn signals, and a windshield, in addition to all other applicable traffic laws.
The High Point Community and the High Point Golf Club require yearly registration of Golf Carts. At these registrations, the golf carts are inspected for the required equipment to operate at night. Attached is a draft letter the High Point Community Property Owner, Inc., plan to release upon approval by the County Commission.
Approval of the attached resolution will authorize nighttime golf cart operation on the designated County-maintained roads within the High Point Community identified in Exhibit “A” and authorize the Department of Public Works to implement the resolution, including installation of any necessary traffic control signage.

RECOMMENDATION
It is recommended that the Board adopt and approve the Chairman’s signature on the attached resolution authorizing nighttime operation of golf carts on designated County-maintained roads within the High Point Community identified in Exhibit “A” to the resolution, and authorize the Department of Public Works to install any required traffic control signage and take all actions necessary to implement the resolution.
