BRIEF OVERVIEW

Due to the appointment of Toni Brady as Deputy County Administrator of Hernando County, effective October 2, 2023; Carla Rossiter-Smith has been appointed to the role of Chief Procurement Officer of the Hernando County Procurement Department, effective October 5, 2023.

 

The following list describes the responsibilities of the Chief Procurement Officer:

 

                     Administers the central purchasing and contracting system for the County.

 

                     Upon request of any constitutional officer of the County, makes available to such officer the services provided herein subject to the terms of this article and any administrative policies and internal procedures of the Purchasing and Contracts Department.                      

 

                     Provides for the establishment/promulgation of administrative policies and procedures of purchasing and contracts which shall be forwarded through the County Administration tor for review and approval prior to adoption by the Board of County Commissioners.

 

                     Provides the County Administrator and/or the Board of County Commissioners with data or information concerning County purchasing and contracting.

 

                     Reports to the County Administrator and/or County Attorney any violation or suspected violation of any federal, state, or local law, rule or regulation, as related to the procurement of goods and/or services subject to the County purchasing ordinance, committed by an employee or agent of the County or an independent contractor which creates or presents a substantial or specific threat to the integrity of the County purchasing and contracting practices.

 

                     Standardizes, to the extent possible, contract clauses, terms, conditions, and documents.

 

                     Performs other duties as directed by the Administrator of the County.

RECOMMENDATION

It is recommended the Board accept the County Administrator’s appointment of Carla Rossiter-Smith as the Chief Procurement Officer of the Hernando County Procurement Department.
