BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 26-C01212/JG on February 4, 2026, at the request of the Hernando County Utilities Department, to obtain bids for Wiscon Water Treatment Plant and Hexam WTP Chemical Feed System Improvements.
The Procurement Department placed the legal advertisement in the Hernando Sun on February 6, 2026, and the OpenGov website on February 4, 2026. The bid was sent to four thousand (4,000) matching vendor/contractors from the eProcurement portal. The bid document was downloaded by ninety-three (93) vendor/contractors and two (2) submissions were received.

KAT Construction & Materials, Inc. $10,231,225.00
Bids were reviewed and evaluated by the Procurement Department to determine if bids were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Utilities Department staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award the contract to Sawcross, Inc. dated March 31, 2026, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board. No challenges to the Notice of Intent to Award were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

Funding in the amount of $9,905,170.00 is available in the following:

CIP 111808 - Wiscon Water Treatment Plant for $9,058,638, was included in the FY 26 CIP. Funding will be moved in the future to Project Improv Water Plant/Well/Stor, if needed.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached construction contract to Sawcross, Inc. for Wiscon Water Treatment Plant and Hexam WTP Chemical Feed System Improvements (Contract No. 26-C01212/JG) in the bid amount of $9,905,170.00.
It is further recommended the Board authorize the Chief Procurement Office to approve change orders as necessary and required up to budgeted amounts.
