BRIEF OVERVIEW

The Procurement Department issued Invitation to Bid (ITB) No. 22-CG0088/JG on April 12, 2023, at the request of the Hernando County Department of Public Works to obtain Bids for the Fort Dade Avenue Resurfacing Project (Cobb Road to US 98)-SCOP FPID 448503-1-54-01.

 

The Procurement Department placed the legal advertisement and the Invitation to Bid (ITB) on the County’s electronic website on April 12, 2023. The bid was sent to two thousand three hundred seventy-five (2,375) matching vendors from the website including forty-nine (49) Disadvantage Business Enterprise (DBE) vendors.  The bid document was downloaded by thirty-one (31) vendors. Two (2) bids were received.

 

The estimate for the project was $820,000.00.  The following is a summary of the Bids received.

The bid from Superior Asphalt, Inc., for $693,325.67 was evaluated based on price, conformance with specifications, and the Bidder’s ability to perform the Contract in accordance with the terms, conditions and specifications required.

 

Bid responses were reviewed and evaluated by the Hernando County Department of Public Works, the Florida Department of Transportation (FDOT) as the Grant Funding Agency and the Procurement Department and were found to be responsive and responsible.

 

The Hernando County Department of Public Works is recommending award to Superior Asphalt, Inc., in the amount of $693,325.67.  The Chief Procurement Officer has reviewed this requirement for conformance to the Procurement Ordinance and Purchasing Policies and Procedures.

 

FINANCIAL IMPACT

Funding to award the Contract in the amount of $693,325.67 will be available within the following accounts:

 

                     1022-34601-5616306 Addt'l LOGT 1-5, DPW-Ft Dade Avenue Resurfacing, Improv-Roads & Bridges in the amount of $630,243.30

                     1022-03241-5606305-111670 Addt’l Local Option Gas Tax 1-5, IMPOV-PAVEMENT MGT in the amount of $63,082.37.

RECOMMENDATION

It is recommended that the Board approve and authorize the Chairman’s signature on the attached construction agreement for award of Contract No. 22-CG0088/JG for the Fort Dade Avenue Resurfacing Project (Cobb Road to US 98)-SCOP FPID 448503-1-54-01 to Superior Asphalt, Inc., in the amount of $693,325.67.  It is further recommended that the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required up to the allowable budget amounts.
