BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 22-T00146/JG on January 30, 2023, at the request of the Hernando County Utilities and Airport Departments, to obtain bids for the purchase of janitorial services throughout the year.
The Procurement Department staff placed the legal advertisement in the Hernando Sun and on the OpenGov website on January 30, 2023. The bid was sent to two thousand two hundred and ninety-six (2,296) matching vendor/contractors from the website. The bid document was downloaded by nineteen (19) vendor/contractors and four (4) bid submissions were received.

Bids were reviewed and evaluated by the Procurement Department to determine if they were responsive and that they were submitted by responsible and qualified bidders. Bids were then reviewed and evaluated by the Hernando County Utilities and Airport Departments staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
*Bid was removed from consideration for Millennium Floor Care LLC for the following reason:
• The ITB General Conditions section, Paragraph 3. Qualification of Bidders states, “This bid shall be awarded to a responsive, responsible bidder, qualified by experience and appropriately licensed for the past five (5) years in the State of Florida to provide the work specified.” The above vendor has not been appropriately licensed for the past five years in the State of Florida.
A Notice of Intent to Award the contract to Pristine Services, LLC dated April 4, 2023, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funds are available from the Hernando County Utilities annual funds of $26,048.88 and are available in Account No. 07091 5303410 - Contr Srv-Janitorial/Pes; annual funds of $11,346.96 are available in Accounts: 07111 5303410 - Contr Srv-Janitorial/Pes and 07121 5303410 - Contr Srv-Janitorial/Pes.
Annual funds of $10,679.76 are available from Airport Operations Account No. 4311 07411 5304610 Repair/Maint-Maint Cntrct.
LEGAL NOTE
The Board has the authority to take the recommended action on this item pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION
It is recommended the Board approve the award of Contract No. 22-T00146/JG for janitorial services for the Hernando County Utilities and Airport Departments to Pristine Services, LLC for an initial three (3) year term in the 3-year bid amount of $144,226.80 (1-year amount of $48,075.60) and approved use as future budgets allow. It is further recommended the Board approve the Chief Procurement Officer (CPO) to renew the contract with the same pricing terms and authorize the CPO to approve change orders as they become necessary and required up to departments budgeted amounts.
There are two (2) one (1) year unilateral renewal options available in accordance with Contract condition/provision on Paragraph 8.1 of the contract.
