BRIEF OVERVIEW

The Procurement Department issued Invitation to Bid (ITB) No.26-CG01292 on April 15, 2026, at the request of the Brooksville - Tampa Bay Regional Airport, to obtain bids for Airfield Perimeter Wildlife Fencing Improvements.

 

The Procurement Department placed the legal advertisement in the Hernando Sun on April 17, 2026, the Tampa Bay Times on April 19, 2026 and the OpenGov website on April 15, 2026. The bid was sent to one thousand thirteen (1013) matching contractors from the eProcurement portal. The bid document was downloaded by forty-five (45) contractors, and five (5) submissions were received.

5.                     Cathcart Construction Company - Florida, LLC                                           $3,675,090.00

Bids were reviewed and evaluated by the Procurement Department to determine if bids were responsive and responsible. The bids were then reviewed and evaluated by the Brooksville-Tampa Bay Regional Airport staff and the Federal Aviation Administration consultant for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.  After review of pricing by the engineer of record, a negotiation with the lowest bidder, Daly & Zilch (Florida), Inc. resulted in a reduction of bid from $1,867,514.50 to $1,789,936.18, a four-percent reduction.

A Notice of Intent to Award the contract to Daly & Zilch (Florida), Inc. dated May 29, 2026, was posted to the OpenGov website. No challenges to the Notice of Intent to Award were received.

The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

 

FINANCIAL IMPACT

Funding in the amount of $1,789,937 is available in the following:

RECOMMENDATION

It is recommended that the Board approve and authorize the Chairman’s signature on the attached construction contract to Daly & Zilch (Florida), Inc. for Airfield Perimeter Wildlife Fencing Improvements - BKV, (Contract No. 26-CG01292) in the amount of $1,789,936.18.

 

It is further recommended the Board authorize the Chief Procurement Officer to approve change orders as necessary and required up to budgeted amounts.
