Request for Infrastructure Reimbursement From Wolfswood Holdings, LLC, d/b/a Pem-Air Turbine Engine Services, LLC, for Property Located at Brooksville-Tampa Bay Regional Airport and Associated Budget Amendment
body
BRIEF OVERVIEW
Wolfswood Holdings, LLC (Pem-Air Turbine Engine Services), a Federal Aviation Administration (FAA) and European Union Aviation Safety Agency (EASA) global repair provider of commercial and military aircraft turbine engines, accessories, and related platform components has been a tenant at the Brooksville - Tampa Bay Regional Airport (BKV) since 2012. Wolfswood Holdings, LLC received their Certificate of Occupancy earlier this year for their most recent expansion, the construction of a 65,000sf aviation maintenance and repair facility. The facility is located on 9.3 acres of leased land within the Aviation Expansion Zone which is on the west side of the airport directly adjacent to the inactive runway.
Wolfswood Holdings, LLC was the first company to build within the Aviation Expansion Zone. During their build they encountered several unanticipated issues that had to be overcome to keep the project on track. The infrastructure related problems are detailed below.
Because of its location, the facility was unable to connect to the existing sewer infrastructure. After much consideration and significant research between Wolfswood Holding, LLC, the County and the State, it was determined that the best course of action was to allow for a temporary septic system to be constructed with a requirement for the company to connect when sewer service became available. This issue resulted in unexpected expenses for Wolfswood Holdings, LLC in the amount of $81,568.40. County sewer improvements are currently underway that will serve this facility as well as future growth in that area.
Drainage provisions that were completed by the County at the time of designing this project had existing and future development discharge flowing toward and collecting at a large retention area near the SW corner of the leasehold, and a large conveyance swale in the center of their site which required rerouting. To move forward, Wolfswood Holding, LLC engineered an additional hard-piped drainage solution into their design specifically to accommodate and convey all offsite volumes/flows in addition to their own. These drainage issues resulted in unexpected expenses for Wolfswood in the amount of $126,916.00.
Wolfswood Holding, LLC is respectfully requesting reimbursement for these unexpected costs in the amount of $145,026.40:
o $81,568.40 for the temporary septic
o $63,458.00 for drainage swale solution. Since both the County and Wolfswood Holding, LLC are beneficiaries of the work completed, they have requested a reimbursement at 50% of the $126,916.00.
Funds for this reimbursement are available in the Economic Development Reserves account.
