Award of Contract to BES, Inc., for Engineering Services for Freeport Drive Sidewalk Local Agency Program Project and Eastside Elementary Sidewalk Local Agency Program Project (Contract No. 22-RG0018/PH; Amount: $376,006.84)

BRIEF OVERVIEW
On January 11, 2023, the Procurement Department issued Request for Qualifications (RFQ No. 22-R00070/PH) for Professional Engineering Services.
Five (5) proposals were received on the opening date of February 22, 2023, from the following firms (in alphabetical order):
• BES, Inc. - Tampa, FL
• Coastal Engineering Associates, Inc. - Brooksville, FL
• DRMP, Inc. - Orlando, FL
• Florida Transportation Engineering, Inc. - Tampa, FL
• Quigg Engineering, Inc. - Bartow, FL
A Professional Services Review Committee (PSRC) comprised of Scott Nelson, Project Manager; Timea Lewis, Engineer II; and Troy McCain, Senior Project Manager, met on March 14, 2023, to review and rank the five (5) written Proposals.
The selection process was conducted using the guidelines set forth in Section 287.055, Florida Statutes. This statute only permits negotiation of fees or project costs as a part of the contract negotiation process (i.e., after the firms have been ranked).
The PSRC consensus scoring actions resulted in a short list of these three (3) firms in highest ranking order:

As per the attached memo dated March 14, 2023, the PSRC concurs with the ranking order and recommended that contract negotiations begin with the highest-ranked firm. Staff entered into negotiations for RFQ No. 22-RG018/PH with BES, Inc. and successfully completed negotiations. The final negotiated contract is attached for BOCC approval.
Bid responses were reviewed and evaluated by Hernando County Department of Public Works and the Procurement Department and were found to be responsive and responsible.
The bid response was also reviewed by the Florida Department of Transportation (FDOT) as the Granting Agency which concurred with the recommendation to award to BES, Inc.
FINANCIAL IMPACT
Funding to award the Contract in the amount of $376,006.84 will be available within the following accounts:
1013-34622-5616371-111280 Const. Gas Tax, DPW-LAP Freeport SW DES, Improv-Sidewalks in the amount of $241,051.68 and,
1013-34623-5616371-111270 CONST GAS TAX, DPW-LAP Eastside SW Des, Improv-Sidewalks in the amount of $134,955.16.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman 's signature on Contract No. 22-RG0018/PH with BES, Inc. for Professional Engineering Services - Two (2) LAP Projects, 441103-1-38-01 Freeport Drive Sidewalks and 441107-1-38-01 Eastside Elementary Sidewalks in the amount of $376,006.84 and authorize the Chief Procurement Officer to approve change orders as necessary and required against available budgets.
