Ratification of Public Transportation Grant Application and Execution of Grant Agreement With Federal Transit Administration for FY 2026 and Associated Budget Resolution

BRIEF OVERVIEW
The Hernando County Board of County Commissioners received the yearly federal Section 5307 & 5339 allocations for Capital and Operating Funds from the Federal Transit Administration (FTA):
At its November 19, 2024, meeting, the Board of County Commissioners authorized the Transit Administrator to apply for $4,019,825 in FTA Section 5307 capital assistance funds and $262,953 in FTA Section 5339 capital assistance funds.
Following a review of Transit Services’ needs, FTA Section 5307 application was revised to request $3,519,825 in federal capital assistance and $1,000,000 in federal operating assistance. FTA Section 5339 funding request remained unchanged.
Federal Transit Administration Grant Agreement FL-2026-036 is a Capital and Operating Super Grant combining FTA Section 5307 and FTA Section 5339 funds; this was issued in the amount of $5,282,778.
1. FTA Section 5307 total award amount of $4,019,825
• Capital expenditures of $3,019,825 at 100% FTA funding with a soft match from FDOT Toll Revenue Credits.
• Operating expenditures of $2,000,000 at FTA $1,000,000 and Grant Match of $1,000,000. The match is comprised of Non-Federal funds consisting of $500,000 from State Block Grant (SBG) and $500,000 Local Option Gas Tax.
2. FTA Section 5339 total award amount of $262,953
• For Capital expenditures at 100% FTA funding with a soft match from FDOT Toll Revenue Credits.
Resolution 2024-234 authorized the Hernando County Transit Administrator to do all things necessary and required to apply for, accept, and execute grant awards made by the FTA and the Florida Department of Transportation (FDOT).
This agenda item is being brought to the Board for ratification of the application and execution of the grant agreement. An associated budget resolution is also attached to this agenda for the Board’s consideration and approval.

FINANCIAL IMPACT
The funds are available to Hernando to assist with the public transportation needs of the community, and the State Block Grant and 9th Cent Local Option Gas Tax will be used for the match. Funds will be added to the Mass Transit FY26 Budget

RECOMMENDATION
It is recommended that the Board:
1. Approve and ratify the actions taken by Transit Administrator for submitting the application and execution of Federal Transit Administration (FTA) Grant Agreement FL-2026-036 and its related award.
2. Authorize the Transit Administrator to realign capital and operating funds, as necessary, without Board ratification, provided the total approved capital and operating budget amounts are not increased or decreased.
3. Approve the attached Budget Resolution to add funds to the FY26 Budget.
