body

BRIEF OVERVIEW

Request:

Establish a Master Plan on property zoned CPDP/Combined Planned Development Project which include Single Family Villa Units

General Location:

Western terminus of Glen Lakes Boulevard and Mississippi Run

Parcel Key Number:

1144960, 1144979, 1144988, 1493137

Summary of Applicant’s Request:

On December 10, 2019, the Hernando County Board of County Commissioners approved a Master Plan revision for property zoned CPDP (Combined Planned Development Project) through H-19-35, Resolution 2019-203, in order to establish and maintain a Master Plan for the property. The approval carried forward, with revisions, the performance conditions originally proposed under H-16-07.

All eighteen (18) performance conditions contained in Resolution 2019-203 remain in full effect and are addressed by the proposed Master Plan update.

The current application is being processed following the expiration of the previously approved Master Plan and is intended to re-establish the approved development framework. The applicant is not proposing an increase in density or a change to the previously approved lot types.

The previously approved Master Plan Exhibit depicted 655 single-family villa units, consisting of 290 45-foot villa lots and 365 55-foot villa lots. A Conditional Plat identified as Glen Lakes Unit 2 AB was subsequently approved for the property and included 468 total lots, consisting of 198 villa lots and 270 residential lots. The conditional plat has also expired since approved.

The proposed updated Master Plan re-establishes the previously approved development pattern and provides for 645 single-family villa units, consisting of 45-foot and 55-foot lots. The proposed plan remains within the previously approved density and development and does not propose an increase in the number of units or a change to the approved lot types.

The development is proposed to be designed as a single overall plan set with multiple phases. The timing and sequencing of individual phases will be dependent upon market demand.

The subject property is currently vacant and consists primarily of forested upland and wetland areas. The property is located between the existing Glen Lakes Phase I development and a state-owned wildlife refuge.

The development was previously designed and permitted for construction. The intent of the current application is to minimize revisions to the previously approved design and permitting while allowing the development to proceed. The applicant proposes to utilize the previously approved design, with only minor modifications as necessary, to facilitate preparation of the Conditional Plat and construction documents and to proceed toward final approvals and construction while minimizing unnecessary financial impacts.
