BRIEF OVERVIEW

Hernando County recently acquired a property located at 700 Aeriform Drive in Brooksville, Florida which is currently under contract with the Florida Department of Environmental Protection (FDEP) for petroleum contamination cleanup.  The site is registered with the FDEP under Blue Wave Investments, Inc., Facility ID No. 279818458.

 

The reported discharge date is March 17, 2021, and the site has been assigned an Abandoned Tank Restoration Program (ATRP) Priority Score of 29, making it eligible for state funding assistance through the Petroleum Restoration Program (PRP) under the ATRP.  Under the ATRP, the State of Florida assumes full responsibility for managing and funding the assessment and remediation activities. The average cost for assessment and remediation per discharge typically exceeds $300,000.00.

 

In order to proceed with cleanup, the attached Site Access Agreement is needed. This agreement authorizes FDEP and its contractors to access the property for environmental assessment and remediation.  The County is required to sign and return the agreement and provide physical access to the site within 30 days to maintain eligibility for funding under the PRP.  Failure to do so may result in the loss of State-funded assistance for the site.

 

FINANCIAL IMPACT

There is no financial impact to Hernando County, nor is there any financial transaction between Hernando County and FDEP associated with this agreement.

The Board has the authority to act on this matter pursuant to Chapter 125, Florida Statutes.

It is recommended the Board approve and authorize the Chairman’s signature on the attached Petroleum Restoration Program Site Access Agreement and associated Exhibit B - Additional Requirements for the County property located at 700 Aeriform Drive, Brooksville, Florida, Parcel No. R26 122 19 0024 0000 0010.
