BRIEF OVERVIEW
The Federal Emergency Management Agency (FEMA) allocated over $414 million in Hazard Mitigation Grant Program (HMGP) funding as a result of Hurricane Helene, with Hernando County being allocated $4,745,162.99.
The total cost of the proposed Hernando County projects is $2,168,664 with $1,603,998 in HMGP Federal Assistance for this project with the County contributing $564,666.00 in match. HMGP projects are funded at a 75%/25% Federal/County Cost Share.
If approved, the County can request up 5% ($106,933.20) in Management Costs with no match required for those funds.
The Florida Division of Emergency Management (FDEM) is working with FEMA to administer the program. Projects are sent to FDEM for review of program compliance, at which time FDEM will recommend projects to FEMA for funding consideration. The following projects were submitted for consideration for Grant No. FEMA-4828-DR-FL:

Grant Policy 15-01 allows for the County Administrator to approve submittal of grant applications when time constraints exist. Due to time constraints, this grant application was submitted on July 24, 2025, with the approval of the County Administrator. In accordance with Grant Policy 15-01, the grant application is being brought to the Board for ratification of the grant application.
FINANCIAL IMPACT
None at this time. If awarded the 25% match of $503,722.50 will be funded from Municipal Service Taxing Unit and $30,943.50 will be from General Fund.

The Board is authorized to act on this matter pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION
It is recommended that the Board ratify the application for FEMA Hazard Mitigation Grant Program funds and adopt the attached resolution granting the County Administrator authority to submit additional documentation as requested in support of these particular grant applications.
