BRIEF OVERVIEW
Hernando County Utilities Department has requested an increase due to additional services to Task 4 - Final Design and Bidding Services and Task 5 - Construction - Phase Services of the Contract. The expansion of these services was not included in the original scoping process and the need for changes has become a priority due to the age and decreased efficiency of the current centrifuges.
Hernando County Utilities currently has three (3) trailer unit centrifuges. The units were purchased in 2009, 2011 and 2016 and have received minimal maintenance which has decreased their performance. It would be in the County’s best interest to purchase and install a skid unit centrifuge stationary mount at the Glen Water Reclamation Facility (WRF) during the construction design that is currently occurring.
In order to incorporate this new centrifuge into the Glen WRF the power to the facility will need to be increased, testing will be conducted to ensure that the plant lift station can handle the flow, that the plant water system has the proper flow and that the discharge line form the digestor has adequate flow. The new plant design will be adding more digestors and removing sludge thickeners allowing more supernatant which would increase processing.
The purchase order was originally issued for $1,362,516.00. By approval of Amendment 1, Task 4 - Final Design and Bidding Services and Task 5 - Construction - Phase Services of the Contract will be added to the existing contract increasing the total contract amount to $1,607,646.00. Change Order 1 would be processed to add Task 4 and Task 5 to the purchase order increasing it to the total contract among. The increase in the contract amount requires Board approval.
The addendum and change order are requested to include the vac truck dumping station as part of the project along with adding more biosolids (sludge) processing by designing a new centrifuge dewatering system to dispose of the increase in biosolids.
FINANCIAL IMPACT
There are sufficient funds in Account HCUD - Capital, IMPROV-WWTP/Lift Station 07244 5626323 for the additional amount of $245,130.00.

The Board has the authority to act on this item pursuant to Part II, Chapter 2, Article V of the Hernando County Code of Ordinances.
recommendation
RECOMMENDATION
It is recommended the Board approve Amendment 1 to the contract and the resulting Change Order No. 1 in the amount of $245,130.00 for Purchase Order No. 22000634 bringing the total Purchase Order amount to $1,607,646.00.
It is also recommended that the Board approve the amendment to Exhibit B to the Contract No. 21-RG0055/PH to reflect the changes to the contract.
