BRIEF OVERVIEW
On October 20, 2021, the Purchasing and Contracts Department issued a Request for Qualifications (RFQ No. 22-R00004/PH) for Engineering Services for Anderson Snow Road and Corporate Boulevard Improvements. The term of the resulting contract is for twelve (12) months. The County intends to award one (1) contract to the highest-ranked proposing firm.
Four (4) proposals were received on the opening date of November 17, 2021, from the following firms (in alphabetical order):
• American Consulting Engineers of Florida, LLC - Wesley Chapel, FL
• Cardno, Inc. - Clearwater, FL
• Coastal Design Consultants, Inc. - New Port Richey, FL
• Florida Transportation Engineering, Inc. - Tampa, FL
A Professional Services Review Committee (PSRC) comprised of Todd Crosby, P.E., Assistant Public Works Director; Stephen Stack, Assistant Public Works Director; and Scott Nelson, Project Manager, met on December 15, 2021, to review and rank the four (4) written Proposals.
As the scores were very close, the PSRC decided to move forward with oral presentations, conducted on January 27, 2022, with all four (4) firms. The PSRC consensus scoring actions resulted in a short list of these firms in highest ranking order:

Staff entered into negotiations for RFQ No. 22-R00004/PH with American Consulting Engineers of Florida, Inc., and has successfully completed contract negotiations.
FINANCIAL IMPACT
Funding to award the contract in amount of $358,556.10 is available in Account No. 3334-03324-5616306-111817 (Impact Fee-Road District 4, Improvements-Roads and Bridges, Anderson Snow/Corporate Roadway Signal Improvements).
LEGAL NOTE
The Board has the authority to take the recommended action pursuant to Part II, Chapter 2, Article V of the Hernando County Code of Ordinances.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached contract for the Anderson Snow Road and Corporate Boulevard improvements project with American Consulting Engineers of Florida, Inc. It is further recommended that the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required.
