BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid for Contract No. 25-TFG00999/JC on June 18, 2025, at the request of the Hernando County Department of Public Works and Utilities Departments, to obtain bids for the purchase of Slip Lining for Gravity Sewer Lines and Storm Drain Lines services. The Procurement Department placed the legal advertisement in the Hernando Sun and Tampa Bay Times on June 20, 2025, and the OpenGov website on June 18, 2025. The bid was sent to three thousand seven hundred fifty-six (3756) matching vendor/contractors from the website. The bid document was downloaded by fifty-one (51) vendor/contractors and three (3) submissions were received.
The Public Works Department recommends awarding Nu-Pipe, LLC for the Optional Services outlined in the solicitation, with a base bid total of $17,775.12. Additionally, the Public Works Department recommends awarding Atlantic Pipe Services, LLC for the Table B Services specified in the solicitation, with a base bid total of $47,337.18.
The Utilities Department recommends awarding Vortex Services, LLC for the Table A Services specified in the solicitation, with a base bid total of $51,027.50.
Bids were reviewed and evaluated by the Procurement Department to determine if bids were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Department of Public Works and Utilities Departments for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award the contract to Nu-Pipe, LLC, Vortex Services, LLC and Atlantic Pipe Services, LLC dated September 12, 2025, was posted to the OpenGov website. The award is for a three (3) year contract with two (2), one (1) year unilateral renewals. No challenges to the Notice of Intent to Award were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
For Department of Public Works:
The estimated annual spend for is $750,000.00. The actual expenditure is unknown and will be based upon the department available budget, actual work identified and as required during the year. Funding will come from budgeted funds in Hernando County Public Works Department:
Fund: 7552 - STORMWATER MGMT MSTU, Department: 09552 - STORMWATER MGMT MSTU, Account: 5606309 - IMPROV STORMWATER for the award to Atlantic Pipe Services, LLLC and Nu-Pipe, LLC.
For Utilities:
The estimated annual amount is $850,000.00. The actual expenditure is unknown and will be based upon the department available budget, actual work identified and as required during the year. Funding will come from budgeted funds in Hernando County Utilities:
Fund: 4121 - HCUD RENEWAL AND REPLCMNT, Department: 07201 - REPAIR/MAINT-BLDG&GRD, Account: 5304615 - REPAIR/MAINT - SERWER LINES for the award to Vortex Services, LLC.

recommendation
RECOMMENDATION
It is recommended the Board approve and authorize the Chairman’s signature on the attached agreement for award to Atlantic Pipe Services, LLC, Nu-Pipe, LLC and Vortex Services, LLC for Contract No. 25-TFG00999/CT with an estimated annual spend of $750,000.00 for DPW and an estimated annual spend of $850,000.00 for the Utilities Department.
It is further recommended the Board authorize the Chief Procurement Officer to approve change orders, as necessary and required up to the allowable budgeted amounts, and to renew the contract with the same terms and conditions.
