BRIEF OVERVIEW

The Hernando County Department of Public Works (DPW) currently utilizes school zone beacons from Temple, Inc., at over seventeen (17) school zones across Hernando County.  The traffic products related to this purchase will provide upgrades to existing equipment for better overall operation of its systems and provides other related efficiencies.

 

Under Rule 14-15.012, F.A.C., all state, county and local organizations must update their school zone signage, pavement markings as well as beacons. The current school zone sign inventory consists of 389 signs and school beacons which need modification.

 

In the State of Florida, the vendor Temple, Inc., is the only authorized vendor to supply Florida Department of Transportation (FDOT) approved products listed as Carmanah Technologies R829-G Series beacons.

 

This fact is verified by the formal letter from Carmanah Technologies Corp., as well as FDOT approved Product List Agency Contract No. DOT-ITB-23-9037-SJ.

 

The Procurement Department posted Notice of Intended Sole Source Purchase of subject project on May 3, 2023, with the last date for market challenges on May 18, 2023.  As of May 19, 2023, the Procurement Department received no challenges from any sources.

 

                     Fifty (50) R829G 12” LED Solar Powered Beacons (Item No. 700-026-014) at $3,900.00 each.

                     Sixteen (16) R829G 12” LED Solar Powered Beacons (Item No. 700-026-014b) at $4,586.00 each.

                     Seventy-two (72) FCU Glance Time Switches (Item No. 678-008-023a) at $3,027.00 each.

                     Sixty-six (66) 18” poles with base assemblies at $926.00 each.

 

Total purchase amount is $547,436.00.

 

These products will match and upgrade the existing traffic control equipment currently being used by DPW throughout Hernando County.

 

FINANCIAL IMPACT

Account No. 1017-3233-5616307 Local Option Gas Tax 1-6, Traffic, Improvements-Signals.

 

LEGAL NOTE

In accordance with Part II, Chapter 2, Article V of the Hernando County Code of Ordinances as well as Chapter 125, Florida Statutes.

RECOMMENDATION

It is recommended the Board approve the Sole Source Purchase from Temple, Inc., for traffic equipment, that includes:

 

                     Fifty (50) R829G 12” LED Solar Powered Beacons (Item No. 700-026-014).

                     Sixteen (16) R829G 12” LED Solar Powered Beacons (Item No. 700-026-014b).

                     Seventy-two (72) FCU Glance Time Switches (Item No. 678-008-023a).

                     Sixty-six (66) 18” poles with base assemblies.

                     FOB Shipping Point (pre-paid and allowed) included.

 

The total purchase amount is $547,436.00.  It is further recommended that the Board authorize the Chief Procurement Officer (CPO) to approve change orders as they become necessary and required up to available department budgeted amounts. 

 

This is a single purchase and is not a term contract.
