BRIEF OVERVIEW
Jail Alpha Building Renovation - Part B Project was awarded by the Board on July 13, 2021, Doc Id. No. 18507, to E & L Construction Group, Inc. in the amount of $817,711.00.
Change Order One (1) was for the addition of secure door, frame and hardware at K2 opening, increasing the contract by $14,709.20 from $817,711.00 to $832,420.20.
Change Order Two (2) was to add the demolition of 42 ft CMU Block wall, increasing the contract by $10,450.00 from $832,420.20 to $842,870.20.
Change Order Three (3) was for the addition of 11 door seals, door closers and thresholds not in original scope, increasing the contract by $7,595.50 from $842,870.20 to $850,465.70.
Change Order Four (4) was for a no-cost administrative change to invert lines 7, 8, and 9.
Change Order Five (5) was for a no-cost time extension due to supply chain and approval for substitute materials.
Change Order Six (6) was to add scope for temporary protection of door in all 4 quadrants during demolition, increasing the contract by $6,282.36 from $850,465.70 to $856,748.06.
Change Order Seven (7) was for a no-cost time extension due to Hurricane Ian, power shut down to connect generator, and additional days for material delivery.
Change Order Eight (8) was for a no-cost time extension due to issues needing to be corrected by the contractor.
Change Order Nine (9) was to for change from 4X4 to 6X4 Angle per RFI, increasing the contract by $5,676.00 from $856,748.06 to $862,424.06.
Change Order Ten (10) was for additional wiring for control door, increasing the contract by $1,721.59 from $862,424.06 to $864,145.65.
Change Order Eleven (11) was to deduct 4 access panels that were not installed and were not needed, decreasing the contract by $4,500.00 from $864,145.65 to $859,645.65.
Liquidated damages were assessed for this project in accordance with Article 3, Paragraph 3.03 of the construction contract. The final amount of Liquidated Damages agreed upon by County Staff and the Contractor is $25,200.00
The Final Contract amount is $834,445.65 (PO No. 21001026).
The work has been completed and E & L Construction Group, Inc., has submitted its Final Pay Application No. Nine (9) in the amount of $17,782.28.
All releases properly include Hernando County. E & L Construction Group, Inc., has signed a release of lien. All notices of lien or claims of lien have been released on the project.
FINANCIAL IMPACT
Funding, in the amount of $17,782.28 is available in Hernando County Sherriff’s Office Revenue Fund:

Balance Sheet:
The applicable balance sheet Retainage amount associated with this job will also be zeroed out (reduced), as confirmation the project was completed to satisfaction. Fund: 1203 - HCSO Revenue Fund, Account: 2050224 - Retainage - Root & TMR Inc. The retainage amount shown on the balance sheet greater than the payment, as the liquidated damages reduce the amount owed.

RECOMMENDATION
It is recommended the Board approve final pay Request No. Nine (9), in the amount of $17,782.28 to E & L Construction Group, Inc., to close out Jail Alpha Building Renovation - Part B Project Contract No. 21-C00022/DK.
The final Contract amount is $834,445.65, an increase of $16,734.65 from BOCC award.
