Review and Approval of the Update to the Hernando/Citrus MPO’s Public Participation Plan (PPP)

BRIEF OVERVIEW
Pursuant to 23 C.F.R. 450.316, each Metropolitan Planning Organization (MPO) is required to adopt a Public Participation Plan (PPP). The PPP is intended to provide direction for public involvement activities to be conducted and strives to include all interested parties. PPPs are required to be periodically reviewed to ensure a full and open participation process. The last update was adopted on December 7, 2023. The major updates to the PPP include the following:
• The Florida Department of Transportation made several chapter updates (LRTP, TIP, UPWP, PPP) to the MPO Program Management Handbook in 2024 to provide additional information on planning document development process, amendments, and modifications. These updates have been incorporated into the PPP.
• Per the Florida MPO Handbook, authorize the MPO Executive Director to approve roll forward TIP amendments between the start of the State and Federal Fiscal Year Align committee meeting details with the respective committee Bylaws.
• Update and/or add MPO staff information.
• Address the ability to conduct unplanned or emergency meetings.
• Updated the Glossary adding the Tampa Bay Regional Planning Council (TBRPC) and Visualization Techniques.
• Administrative updates.
The PPP was reviewed and approved by the MPO’s Assistant County Attorney on January 7, 2025, and by the Florida Department of Transportation on February 3, 2025.
A 45-day public review period is required on the PPP prior to MPO Board adoption. The comment period began February 24, 2025, and was advertised in the Hernando Sun on February 21, 2025, and in the Citrus Chronicle on February 22, 2025. The PPP was posted to the MPO website within the review schedule. The MPO’s Technical Advisory Committee, Citizens Advisory Committee, and the Bicycle/Pedestrian Advisory Committee will review and recommend approval of the PPP update on April 24, 2025.
