BRIEF OVERVIEW
The Procurement Department issued Request for Proposals (RFP) No. 25-RFP01011/AP on June 11, 2025, at the request of the Hernando County Property Management Department for Real Estate Broker and Marketing Agent Services.
The Procurement Department placed the legal advertisement in the Hernando Sun on June 13, 2025, and the OpenGov website on June 11, 2025. The solicitation was sent to three thousand six hundred ninety-two (3,692) matching vendor/contractors from the website. The solicitation document was downloaded by thirty-one (31) vendor/contractors and six (6) submissions were received.
The Procurement Department reviewed and evaluated submissions to determine if submissions were responsive and responsible. The Procurement Selection Committee (PSC) met on August 20, 2025, to evaluate the proposals. The committee included D. Todd Crosby. PE, Assistant County Engineer; Patrick Taylor, Strategic Initiatives Director, and Kelly Soreng, Real Property Supervisor. The PSC consensus scoring evaluation resulted in the following scores:

A Notice of Intent to Award the contract to McLeod Real Estate, LLC dated August 22, 2025, was posted to the OpenGov website. The award is for a thirty-six (36) month contract with two (2), twelve (12) month unilateral renewals. No challenges to the Notice of Intent to Award were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Compensation under this agreement for sale, purchase, and lease is as per commission schedule paid at closing through the title company.

recommendation
RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached agreement with McLeod Real Estate LLC for real estate broker and marketing agent services, Contract No. 25-RFP01011/AP.
It is further recommended the Board authorize the Chief Procurement Office to renew the contract with the same terms and conditions.
