Termination of Organizational Agreement Supplementing Interlocal Agreement With Property Appraiser to Provide Information Technology Programming Support for Building Division LION Databases

BRIEF OVERVIEW
Hernando County identified the need to upgrade portions of the LION Databases used by the Building Department to prepare for migration to a new software platform. As the lead agency which operates and manages the Hernando County LION Databases, the County requested a supplement to the Interlocal Agreement with the Hernando County Property Appraiser’s Office, executed on June 28, 2016, to establish an Information Technology (I.T.) Services Business Unit for purposes of programming code, developing and/or maintaining BLDSYS, Building Divisions I.T. Services work related BLDSYS LION products. This organizational agreement was approved by the Board of County Commissioners on July 28, 2020.
Since that time, it has been determined the Business Unit is no longer necessary for operations and staff is requesting the Supplement be terminated with an effective date of September 30, 2022.
Development Services Department has selected a new software platform and will be moving forward in the coming months with onboarding that product. The technical support for that project will be provided by Clerk IT Services, who will be adding a Business Analyst position to this department. This is reflected in the FY 2023 budget.
FINANCIAL IMPACT
The termination of the agreement will result in a saving to the Building Department of approximately $103,000 in Account No. 4611-07811-5303401 Contracted Services. The General Fund will incur an additional cost of $103,000 in Account No. 0011-01951-5909183 Fees & Cost -Clerk. This change is reflected in the Proposed FY23 Budget.

RECOMMENDATION
It is recommended that the Board approve the termination of the Organizational Agreement Supplementing that Certain Interlocal Agreement for Hernando County Informational Technology County Lion Databases with the Hernando County Property Appraiser’s Office for Technology Business Unit effective September 30, 2022.
