Various Community Development Block Grant Program Funding Agreements to Nonprofit Organizations

BRIEF OVERVIEW
As a recipient of Urban Cities Community Development Block Grant (CDBG) funding, the County is required to provide 15% of their allocation to support nonprofits in the community. Activities must serve residents of unincorporated Hernando County where at least 51 percent of the residents are Low to Moderate Income (LMI) or groups presumed to be LMI residents such as abused children, battered spouses, elderly persons, severely disabled adults, homeless person, etc.
The County’s anticipated allocation is $1,137,403, therefore the amount available for public service to nonprofit organizations in the community is $170,610.45. Public notice was advertised for applications and Housing and Supportive Services received and scored all applications.
The Scoring committee consisted of Veda Ramirez, Housing and Supportive Services Director, Haydee Padin Alvarez, Community Development Specialist, Erin Briggs, Grants Manager and Krystle Scott, Program Coordinator. Based on applications received, scores, and funding, staff is requesting approval of funding for the following organizations and programs in the amount of $167,750.00
Mid Florida Community Services, Inc. d/b/a You Thrive Florida - Down Payment Assistance $45,000
The Enrichment Centers Inc. of Hernando County - Silver Spark Connect and Learn $44,750
Hernando Mentorship Empowerment, Inc. - Clean Start: Dignity Through Water & Wellness $45,000
Hernando Mentorship Empowerment, Inc. - SkillShare & Empowerment Studio $33,000
Applications not recommended for funding are listed below:

FINANCIAL IMPACT
Programs will be funded from the following: Fund: 0011- General Fund, Dept: 35071; HHS - CDBG Entitlement; Account: 5808201 - Aid to Pvt Organizations.

The Board has authority to act on this matter pursuant to Chapter 125, Florida Statute.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached CDBG Program Funding Agreements.
