BRIEF OVERVIEW
On August 30, 2023, the Procurement Department issued a Request for Qualifications (RFQ No. 23-RFQ00422/AP) for continuing Professional Engineering Services seeking firms qualified to provide comprehensive general professional architectural, civil engineering, planning, and consulting services.
The solicitation was sent to two thousand eight hundred thirty-three (2,833) contractors and downloaded by eighty-nine (89).
Seventeen (17) proposals were received on the opening date of October 2, 2023, from the following firms (in alphabetical order):

The Procurement Selection Committee (PSC) comprised of D. Todd Crosby, PE (Assistant County Engineer), Laura A. Borgesi, PE (DPW Traffic Engineer) and Donald Carey, PE (DPW Stormwater Engineer) met on November 9, 2023, for consensus evaluation resulting in the following ranking of firms:

• HDR Engineering, Inc. - 86.0
• *Stantec Consulting, Services, Inc. - 86.0
• Ayres Associates, Inc. - 82.3
• Infrastructure Consulting & Engineering, PLLC - 81.3
• Jones, Edmunds & Associates, Inc. - 80.3
• WSP Environment and Infrastructure, Inc. - 79.7
• Florida Design Consultants, Inc. - 79.0
• Land & Water Engineering Science - 76.7
• CivilSurv - 75.4
• McKim & Creed - 74.3
• DRMP, Inc. - 74.3
• Locklear & Associates - 73.3
• Colliers Engineering Group - 69.7

The County entered negotiations with the top six (6) ranked firms. Those negotiations concluded April 10, 2024. Task Orders under this contract will be assigned and negotiated on a rotational basis; each task order will not exceed a total cost of $500,000.00.
*Please note that the Professional Service Agreement with Stantec Consulting Services, Inc., will be brought back to the Board for approval and signature at a later date.
A Notice of Intent to award the contract to Coastal Engineering Associates, Inc., HDR Engineering, Inc., Stantec Consulting Services, Inc., Ayres Associates, Inc., Infrastructure Consulting & Engineering, PLLC and Jones, Edmunds & Associates, Inc., dated December 21, 2023, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board. No responses were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funds will be allocated and approved per Task Order request. There are currently no projects or associated accounts identified.

RECOMMENDATION
It is recommended that the Board approve the selection of the following qualified firms and authorize the Chairperson’s signature on contracts for continuing Professional Engineering Services (23-RFQ00422/AP) with the following firms:
• Coastal Engineering Associates, Inc.
• HDR Engineering, Inc.
• Ayres Associates, Inc.
• Infrastructure Consulting & Engineering, PLLC
• Jones, Edmunds & Associates, Inc.
Please note that the Professional Service Agreement with Stantec Consulting Services, Inc. will be brought back to the Board for approval and signature at a later date.
It is further recommended that the BOCC authorize the Chief Procurement Officer to approve change orders as they become necessary and required and up to budgeted amounts.
