body

BRIEF OVERVIEW

On July 27, 2026, the County (represented by Jeff Rogers, County Administrator) and the Hernando County Fair Association (“HCFA”) participated in a mediation for the purpose of discussing settlement of HC v. HCFA, Case No.: H-27-2021-CC-1454. A recommended Stipulation of Agreement (“Stipulation”) was reached, which settled not only the aforementioned case, but also addressed a settlement of the case of HC v. HCFA, Case No.: H-27-2021-CA-718. The board approved the Stipulation at the regular meeting on August 11, 2026. The HCFA board approved the Stipulation on August 13, 2026, according to a letter and follow-up email from HCFA’s attorney, Joe Mason, Esq., dated August 14, 2026.

Under the Stipulation, HCFA is required to present to the board its current Master Plan and a redevelopment report at the October 27, 2026, regular meeting.  The redevelopment report must cover the period from 2008 through to July 27, 2026, and must “detail all work undertaken at the fairgrounds for which a building permit or environmental resource permit were required. The redevelopment report shall include vendor/contractor records, building permits, building inspections, engineered drawings and reports, etc., pertaining to the completed aspects of the Master Plan.” Once HCFA makes this presentation to the board, the County will dismiss Case No.: H-27-2021-CC-1454.

(Though not related to the presentation, HCFA has posted a $5,000 bond, and made its first and second $1,000 payments (toward 21-CA-718), in accordance with the Stipulation; copies of the bond and cover letter with check are attached.)
