Resolution Increasing Annual Solid Waste Disposal Assessment Rates

BRIEF OVERVIEW
The Solid Waste Disposal Assessment has been in effect since 1990. This assessment is paid by every single-family and multi-family residential unit in the County to cover the cost of disposing of their trash. The rates are currently $98.04 (single-family) and $86.61 (multi-family) per unit.
The Solid Waste Disposal Assessment is reviewed and adjusted annually to pay for the construction, operation and maintenance of the landfill and convenience centers. The County retained Raftelis Financial Consultants, Inc., to prepare the 2025 Solid Waste Revenue Sufficiency Study. This study provides critical information on the rates, fees, assessments, and other charges necessary to fund the solid waste disposal and resource recovery system.
Due to inflation, rising operational costs, and the ongoing construction of Cell 4, it is necessary to increase the Solid Waste Disposal Assessment rates for 2026. The assessment for each parcel of property will be based upon each parcel’s classification and total number of assessable residential units attributed to that parcel. The following tables reflect the proposed solid waste disposal assessment schedules.

To keep the lowest rates possible, the 2026 disposal assessment only provides for the disposal of trash and yard waste accepted and collected through the curbside garbage collection service. All other waste, including that disposed of directly at any of the three solid waste management facilities, is subject to tipping fees set forth by separate resolution of the Board of County Commissioners.
FINANCIAL IMPACT
Approve the recommended solid waste disposal assessment for calendar year 2026 to $101.23 per unit for single family residential units and $91.49 per unit for multi-family residential units. The total estimated amount to be collected is $8,575,314.
LEGAL NOTE
The Board has authority to set Solid Waste Disposal Assessment rates pursuant to Section 403.7049, and Chapters 125 and 197, Florida Statutes.

RECOMMENDATION
It is recommended the Board conduct a public hearing, adopt, and authorize the Chairman’s signature on the attached resolution increasing the Annual Solid Waste Disposal Assessment rate to the recommended amount of $101.23 for single-family residential units and $91.49 per unit for multi-family residential units for calendar year 2026.
