BRIEF OVERVIEW
The Procurement Department issued an Invitation to Bid (ITB) No. 24-T00600/JG on April 17, 2024, at the request of the Hernando County Department of Public Works, to obtain bids for Mowing Services - Rural Collector Roads.
The Procurement Department staff placed the legal advertisement in the Hernando Sun on April 19, 2024. The ITB was sent to Three Thousand Seventy-Four (3,074) matching vendor/contractors from the OpenGov website. The bid document was downloaded by Thirty-Six (36) vendor/contractors and Four (4) bid submissions were received.
Bids submitted were for one (1) mowing cycle, with an estimation of eight (8) mowing cycles per calendar year, totaling $183,312.00 annually for AB5 Enterprises and $549,936.00 for the three (3) year contract term.

Bids were reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. The bids were then reviewed and evaluated by the Department of Public works staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award the contract to AB5 Enterprises dated August 6, 2024, was posted to the OpenGov website, and posted to the Hernando County Administration electronic public bulletin board. No responses were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Procurement Policies and Procedures.
FINANCIAL IMPACT
FY 2025 funding for annual mowing contract in amount of $183,312.00 is available in following account.

recommendation
RECOMMENDATION
It is recommended the Board approve the award of Contract No. 24-T00600/JG for mowing services for rural collector roads to AB5 Enterprises, for a three (3) year term in the amount of $549,936.00 (annual amount of $183,312.00).
It is further recommended the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required up to the allowable budget amount.
There are two (2) additional one (1) year unilateral renewal options available in accordance with Contract condition/provision on Paragraph 8.1, of the contract.
