Amendment No. 1 to Agreement With Frontier Precision, Inc., for Mosquito Control Geospatial Product Purchase and Services (Contract No. 21-A00006)

BRIEF OVERVIEW
The Mosquito Control Department (MCD) is currently using the Frontier Precision Fieldseeker GIS (Geographic Information System) for Mosquito Control software system.
• Initially called Electronic Data Solutions (EDS), hired as a sub-contractor with the Lucity database vendor with the Department of Public Works (DPW) in 2015/2016. This initial contract had gone out to bid and three vendors presented to an evaluation committee.
• Staff paid through Lucity for the production of the database, maintenance licenses were paid directly to Frontier Precision, Inc., which had acquired EDS prior to the completion of the database.
When the DPW database was completed by 2020, MCD began a new agreement exclusively with Frontier Precision, Inc., the annual maintenance costs of $4,300 annually. Along with proprietary software, Frontier Precision, Inc., also supplies drones as well as UAV (Unmanned Aerial Vehicle) systems which the department is currently utilizing for mosquito surveillance and data gathering.
Amendment No. One (1) is asking for the following changes to the current contract:
• Exercise contract renewal Option 1 and renew from October 1, 2023, to September 30,2024, with one (1) renewal option remaining.
• Update pricing table with cost increases.
• Increase the maximum price increase percentage in the original agreement from “not to exceed 10%” to “not to exceed 15%.”
• All other terms, conditions and specifications of the original contract remain the same.
The Mosquito Control Department is asking for approval of Amendment No. One (1) as Frontier Precision, Inc., is the service provider for this proprietary software licensed to the Department and the software already incorporates mosquito control drones currently used.
FINANCIAL IMPACT
Funds are available in Account No. 1171-03302-5304606 Repair/Maint-Software.
LEGAL NOTE
The Board has the authority to take the recommended action pursuant to Part II, Chapter 2, Article V of the Hernando County Code of Ordinances.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached Amendment No. One (1) with Frontier Precision, Inc., for Mosquito Control Geospatial Product Purchase and Services Agreement and authorize the Chief Procurement Officer to renew the contract including all listed amendment items.
