BRIEF OVERVIEW
Hernando County Procurement Department issued Invitation to Bid (ITB) No. 23-C00025/GL for Hernando County Mosquito Control Pesticides to furnish mosquito adulticides and larvicides (pesticide products) for Hernando County Mosquito Control Department.
The Procurement Department placed the legal advertisement and the Invitation to Bid (ITB) on the County electronic website on January 25, 2023. The Bid was reviewed by one hundred and two (102) vendors on OpenGov. The bid document was downloaded by twelve (12) vendors. Three (3) bids were received.
The bids were evaluated based on price, conformance with specifications, and the bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required. The bid responses were reviewed and evaluated by County department staff and found to be responsive and responsible. The Department review and award recommendation indicates that bid pricing is fair and reasonable.
The Department estimated an annual budget for mosquito control pesticides at $130,000.00 per budget year.
The following is a summary of the Bid responses received. The Solicitation results are based on estimated annual usage, calculated for the five (5) year term, for solicitation evaluation purposes only.

It is intent of this contract to award in accordance with Bid Evaluation and Award on Page 15, Paragraph 8, Sub-Paragraph 8.5 to make multiple awards to the lowest responsive and responsible Bidders based on group or unit item price, whichever is most advantageous to the County.
The Chief Procurement Officer has reviewed this requirement for conformance to the Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding is available from Hernando County Mosquito Control Department Budget Line-Item No. 0011-03302-5305216 Insecticides and Pesticides in the annual amount of $130,000.00 and as future budgets allow.

The Board is authorized to act on this matter pursuant to § 2-109, Hernando County Code of Ordinances.
recommendation
RECOMMENDATION
It is recommended the Board approve the award of Contract No. 23-T00025/GL for Hernando County Mosquito Control Pesticides to Adapco, LLC, Clarke Mosquito Control Products, Inc., and Target Specialty Products for a three (3) year term with two (2), twelve (12) month unilateral renewal options.
It is further recommended the Board authorize the Chief Procurement Officer to renew the contract in accordance with the contract terms and conditions and approve change orders as they become necessary and required and up to approved budgeted amounts.
