BRIEF OVERVIEW
On November 1, 2023, the Procurement Department issued a Request for Qualifications (RFQ No. 23-RFQ00414/CR) for Continuing Traffic Engineering Services.
The solicitation was sent to two thousand seven hundred fifty-two (2,752) contractors and downloaded by forty-five (45).
Eleven (11) proposals were received on the opening date of December 4, 2023, from the following firms (in alphabetical order):

The Procurement Selection Committee (PSC) met on January 17, 2024, to evaluate the proposals. The committee was comprised of D. Todd Crosby, PE (Assistant County Engineer), Laura A. Borgesi, PE (DPW Traffic Engineer) and Donald Carey, PE (DPW Stormwater Engineer).

The County entered negotiations with the top six (6) ranked firms. Those negotiations concluded September 10, 2024. Task Orders under this contract will be assigned and negotiated on a rotational basis and will not exceed a total cost of $500,000.00.
A Notice of Intent to award the contract to VIBEngineering, Inc., HDR Engineering, Inc., Infrastructure Consulting & Engineering, PLLC, LLC, Stantec Consulting Services, Inc., Burgess & Niple, Inc. and Gresham Smith, dated June 24, 2024, was posted to the OpenGov website. No responses were received
FINANCIAL IMPACT
Funds will be allocated and approved per Task Order request. There are currently no projects or associated accounts identified.

RECOMMENDATION
It is recommended that the Board authorize the Chairman’s signature on the attached agreements to Burgess & Niple, Inc., Gresham Smith, HDR Engineering, Inc., Infrastructure Consulting & Engineering, PLLC, LLC, Stantec Consulting Services, Inc., and VIBEngineering, Inc., for Contract No. 23-RFQ00414/CR for continuing traffic engineering services.
It is further recommended that the Board authorize the Chief Procurement Officer to approve change orders up to budgeted amounts and to approve renewal of the contracts when there is no change to the terms and conditions.
