body

BRIEF OVERVIEW

The Fifth Judicial Circuit contacted the Procurement Department to solicit proposals for Misdemeanor Probation Services in accordance with Florida Stat. 948.15, as the current contract will expire on September 30, 2024. The Procurement Department issued Request for Proposals (RFP) No. 24-RFP00756/CT on May 1, 2024.

Procurement Department staff placed the legal advertisement in the Hernando Sun on May 3, 2024, and on the OpenGov website on May 1, 2024.  The solicitation was sent to three thousand one-hundred nine (3,109) matching vendor/contractors from the website.  The document was downloaded by nine (9) vendor/contractors and one (1) submission was received.

A Professional Services Review Committee comprised of Lt. Justin Beetz, Hernando County Sheriff’s Office; Sam Flynn, Florida Department of Corrections; Conrad Juergensmeyer, Fifth Judicial Circuit Office of the State Attorney; and Eric Tippin, (formerly) Fifth Judicial Circuit Public Defender’s Office, met on June 20, 2024, to evaluate the proposal. The Chief Judge for the Fifth Judicial Circuit-Hernando County has approved this contract as required by Florida Statute 948.15. A notice of intent to award the contract to Professional Probation Services, Inc., dated July 24, 2024, was posted to the OpenGov website and the Hernando County Administration electronic public bulletin board and no challenges were received.

There is no County or Court funding in this contract as the probationer pays all fees to Vendor. Vendor collects the court established minimum monthly payments on restitution first (if ordered), then applies money to the court's fine until the monthly payment established by the court is paid in full, and then applies payment to the monthly probation fees. Remaining funds collected from probationers will constitute Vendor’s Compensation.  The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

FINANCIAL IMPACT

Not applicable.

LEGAL NOTE

In accordance with Part II, Chapter2, Article V of the Hernando County Code of Ordinances.
