BRIEF OVERVIEW

On April 26, 2022, the Board of County Commissioners approved Contract No. 22-T00045/TB to AKCA, LLC for Traffic Marking Services for a three (3) year term with a renewal option of two (2) twelve (12) month terms.

 

Amendment No. One (1) is asking for addition of the following items to the contract:

 

                     Single post signs, furnished and installed up to 12 SF.

                     Thermoplastic removal for microsurfacing.

 

Under Rule 14-15.012, F.A.C. all state, county and local organizations must update their school zone signage and pavement markings.

 

The current school zone sign inventory consists of 389 signs and school beacons which need modification, and this exceeds the capabilities of the inhouse Public Works Traffic Operations staff.  The Department of Public Works is required to update all the existing school zone signage and pavement markings by June 30, 2024.

 

Amendment No. One (1) would allow the Department of Public Works to meet the deadline of June 30, 2024, and would provide for time efficiency and cost savings as the currently awarded vendor, AKCA, LLC, is able to complete all the school zone upgrades at each of the 17 school zone locations while already on site.

 

Amendment No. One (1) would allow for a more cost-effective approach by adding a new line item with a reduced unit cost as the process for thermoplastic pavement marking removal on roadways being treated with microsurfacing does not require 100% removal of the existing pavement markings.

 

The executed contract allows for the addition of items not currently on the bid form provided that quotes are obtained from at least three vendors who have already submitted bids. The Department contacted the three vendors who previously submitted bids and their responses are attached.

 

Except for items noted in the requested amendment, all other terms and conditions shall remain the same.

Account No. 1013-03211-5616310 Constitutional Gas Tax, Debt Srv-Reserve, Improvement-Traffic Management.

 

LEGAL NOTE

The Board has the authority to take the recommended action pursuant to Part II, Chapter 2, Article V of the Hernando County Code of Ordinances.

RECOMMENDATION

It is recommended that the Board approve and authorize the Chairman’s signature on the attached Amendment No. One (1) with AKCA, LLC for traffic marking services and approve the increase to the estimated annual amount from $570,995.00 to $1,118,431.00.
