BRIEF OVERVIEW

The Procurement Department issued Invitation to Bid (ITB) No. 23-C00045/GL on April 12, 2023, at the request of the Hernando County Parks and Recreation Department, to obtain bids for a Rotary Splash Park at Anderson Snow Sports Complex.

 

The Procurement Department staff placed the legal advertisement in the Hernando Sun on April 14, 2023, and the OpenGov website on April 12, 2023.  The bid was sent to five hundred eighteen (518) matching vendor/contractors from the website. The bid document was downloaded by thirty-five (35) vendor/contractors and two (2) bid submissions were received.

 

                     Property Services GC - $4,996,480.00

                     Waller Construction, Inc. - $4,636,682.31

 

Bids were reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Parks and Recreation Department staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.

 

A Notice of Intent to Award the contract to Waller Construction, Inc., dated June 14, 2023, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board.

 

The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

 

FINANCIAL IMPACT

A budget amendment is needed moving funds from Impact Fee reserves and Capital Projects reserves due to costs above what was anticipated.  The funding will be from Impact Fee Parks District 1 - Account No. 3341-04541-5303101 in the amount of $553,591.00, Impact Fee Parks District 2 - Account No. 3342-04542-5303101 in the amount of $1,966,298.00, Impact Fee Parks District 4 - Account No. 3344-04544-5303101 in the amount of $1,095,608.00, and Parks & Recreation Department - Account No. 0011-04441-5303101 in the amount of $1,021,186.00.  Total funds available for project $4,636,683.00.

RECOMMENDATION

It is recommended that the Board approve the attached Budget Amendment to increase the total funds available for the project.

 

It is further recommended that the Board approve and authorize the Chairman’s signature on the attached agreement for award to Waller Construction, Inc., for Contract No. 23-C00045/GL Rotary splash park at Anderson Snow Sports Complex and authorize the Chief Procurement Officer (CPO) to approve change orders as they become necessary and required up to the budgeted amounts.
