BRIEF OVERVIEW
On March 28, 2023, the BOCC approved award of a contract to Goodwin Bros. Construction, Inc., for the SR 50 and Cortez Oaks Signal Improvements for $2,362,786.88.
The purchase order was originally issued for $2,362,786.88. Change Order No. Three (3) in the amount of $263,401.76, would increase the Purchase Order to $2,655,621.14.
Change Order No. One (1) in the amount of $29,432.50 was approved by the Chief Procurement Officer (CPO) on August 9, 2024, to add Line Four (4) to the purchase order for a Payment and Performance Bond and to extend the Purchase Order by one hundred seventy (170) days for Final Completion due to the Notice to Proceed (NTP) not matching the contract.
Change Order No. Two (2) was a no-cost change order and was approved by the CPO on March 14, 2025, to extend the project forty-five (45) days to allow for change order negotiation with the vendor.
Hernando County Department of Public Works has requested Change Order No. Three (3) in the amount of $263,401.76, and a time extension of twenty (20) days, for additional work needed to correct a potential drainage issue.
FINANCIAL IMPACT
Funding in the amount of $263,401.76 is available in the following:
Fund: 1022 - ADDL LOGT 1-5 GAS-RES RDS, Department: 03241 - Addl LOGT 1-5 Gas-Res-Rds, Account: 5616307 - Improv Signals
Legistar Item No. 15651, which was approved at the BOCC meeting on April 8, 2025, includes additional budget for the line item above in the amount of $1.4 Million. Upon that budget amendment getting applied in eFinancePLUS, the budget will be available, which is why it isn’t shown on the attached financial.

RECOMMENDATION
It is recommended the Board approve Change Order No. Three (3) in the amount of $263,401.76 to Goodwin Bros. Construction, Inc., for Purchase Order No. 23000755, bringing the total purchase order amount to $2,655,621.14.
